I didn't see the detail in the bill. Presumably, you would no longer be able to handload ammo. The "goverment" would dictate the maximum powder charges and bullet types that a commercial ammo manufacturer could offer for sale. That would be the only way to control whether the round could penetrate a bullet proof vest. It is a wrong-headed approach that amounts to a stealth attempt at full disarmament by eliminating ammo.
