Could it be that GWB signed this Proclamatian regarding Cuba today, because there is a threat by Al Queada to get their Islamic brothers from Guantanamo? Maybe these "confidential" calls that were made by the Saudi prisoners, uncovered an Al Queada plot.

DOHA, Qatar, Feb. 25 (UPI) -- Saudi detainees at the U.S Naval base at Guantanamo Bay, Cuba, were given the special privilege of the right to telephone their families back home during the Islamic holy month of Ramadan.
One of the detainees directly told his family he was calling from Camp Delta. A condition for making the telephone calls, up to 50 minutes in length and paid for by the U.S. authorities, was that the detainees told their families that their talks should remain confidential.

"A condition for making the telephone calls, up to 50 minutes in length and paid for by the U.S. authorities, was that the detainees told their families that their talks should remain confidential."Ha! Are they kidding? I am sure the detainees' families are sooo thankful for our generosity and will all abide by the "confidential" request, don't you?! We are still tooooo soft, I see. Also, I do hope future American detainees all around the world who are jailed because of terrorism plots to kill the citizens and military of other nations will all get the favor returned: a call home paid by that nations' taxpayers. Yeesh.
