Web sites are always a work-in-progress, especially for people who have full-time jobs, families, etc. The big-money promoters can afford to hire site developers and purchase expensive software that enables them to seemingly put up a site almost overnight with all the bells and whistles.

"Grassroots" on the other hand, means ordinary working people who are just trying to do their bit to aid in some cause or share their interests.

People who are writing these sites in their spare time are often creating them as a labor of love and don't have the resources to put into creating a fully-functional site and have it up and running immediately.

Many times, they'll leave a "marker" on the page that isn't yet hotlinked to the content so that visitors will know that there is more on the way. Just keep checking back - it will show up eventually.
