HOWARD KALOOGIAN’S NEW IMMIGRATION PROPOSAL:

No Wire Transfers from Illegal Aliens To Foreign Countries

(LOS ANGELES) – Republican U.S. Senate Candidate Howard Kaloogian (website: www.HowardForSenate.com) is releasing a new immigration proposal today, which is designed to remove an incentive for illegal immigration and increase national security.

When elected to the U.S. Senate, Kaloogian will introduce legislation that will require any individual who electronically transmits money to a foreign country to be in the United States legally. Before funds can be transferred to another country, the sender must establish their identity with proper identification, such as both a valid Social Security number and a driver’s license.

Eliminating Another Incentive for Illegal Immigration Into the United States.

The Kaloogian proposal will remove a current incentive for illegal immigration in the U.S. Millions of illegal immigrants who have entered this country illegally regularly wire money to friends, family members and associates in their countries of origin.

Last year more than $30 billion was sent from immigrants in the United States – many of them here illegally – to Mexico and Latin America alone. Seventy percent of these remittances are sent via wire services offered at thousands of locations throughout the United States. These remittances now comprise a significant portion of the gross domestic product of many Latin American countries. Mexican President Vincente Fox is among those who is advocating for amnesty for illegal immigrants currently in the United States so as to guarantee that these transferred funds continue to prop up the Mexican economy after years of abuse. “If we are to stem the flow of illegal immigration into this country, we have to remove the incentives that reward those who break the law. We have to provide more disincentives as a means, in addition to stricter border control, to curtail illegal immigration.”

“Just as amnesty and drivers’ licenses for illegal aliens is wrong, so too is allowing these individuals to enter this nation illegally, collect wages illegally, and then send these funds to a foreign nation.”

“The problem with amnesty, drivers licenses and taxpayer funded government services for illegal immigrants is that they reward those who break the law and enter this nation illegally. These enticements provide additional incentives for illegal immigration into the U.S.” said Kaloogian.

“The only way to reverse this avalanche of illegal immigration is to eliminate these incentives,” Kaloogian added.

One of the benefits of this new policy will be to establish leverage with leaders, such as Mexico’s Vincente Fox, who have sent a wink and a nod to their citizens to enter the United State’s illegally, collect wages that are up to ten times as high as those paid in Mexico, and then send these funds back to Mexico.

“This money is not being invested in America, expanding wealth for our own communities, but instead enriching foreign governments who have done nothing to discourage illegal immigration into the United States. In fact, they have every reason to encourage it,” said Kaloogian.

Proposal Will Help in the War on Terrorism

Kaloogian pointed out that his proposal will also help in the war on terrorism by making it more difficult for those who are in this country illegally to send money to terrorist cells and operatives outside of the country.

“Terrorists have been using networks that rely on wire transfers, couriers and overnight mail to send money home and vice versa. Osama bin Laden has boasted about the way he and his colleagues are using wire services to send money back and forth from the U.S. to operatives around the world,” said Kaloogian.

“We cannot allow terrorists to game our financial system to their advantage in their efforts to attack our nation and its people,” Kaloogian concluded.

"How hard would it be for them to have someone who's a legal alien or a citizen wire it for them? It just seems that there would be so many ways they could get around this, and it would be very hard to enforce. PayPal allows individuals to register Mexican bank accounts, and the U.S. Postal Service offers International Postal Money Orders (for up to $700) which can be sent to Mexico. If one avenue of sending money back home is eliminated or reduced, they'll just find another way to get it there."

The most common wire service for transferring funds is Western Union. Every supermarket and drug store here offers the service. You go up, fill out a form, hand over cash and the clerk sends the funds via Western Union. On the other end, the person shows up at a Western Union office with the transaction number and some form of ID and gets the money.

That's the wire service most used.

At the USPS, funds sent to Mexico require no identification whatever of the sender. If you have the cash, you get the Giro.

Only one problem. Kaloogian isn't going to be elected Senator; hence will not introduce this bill.

He has no $$$money$$$. He will not win the primary, let alone be the general election candidate.

That person would be guilty of money laundering. Besides making a lot of transfers OUGHT to raise a red flag anyway.

Of course, but you are missing my point: Illegals are already here illegally, and the laws are not being enforced. What is adding on one more law going to do if there is no will to enforce the laws against illegal aliens?

I sent money overseas all the time, and I don't have to use a wire to do it. In fact, the way I do it costs much less than using a wire [unless one is sending tens of thousands of dollars at a crack, which few illegals can do], and is much quicker.

I opened an account with a bank that charges just $2.00 for use of overseas ATMs, then sent the ATM card overseas. I put the money in the free checking account here, they take it out there. They can theoretically take out as much as $250.00 per day, which is much more than any illegal is going to want to send, net cost is $2.00 [no ATM fee on the other end].

Now this will not work in all foreign countries, but it will work in some. What would stop me from directing some of that money to an illegal who could not wire it? The law would have to also have to outlaw sending money on behalf of someone else.

If this law is passed, I see it just set up a new business opportunity for middle men, while causing a huge headache for legitimate transactions.

Nope, thats not what I am saying...

Your analogy is a valid concern...I just think this is an interesting way to address one aspect of the problem which will if properly written up and implemented will generate an impact on the overall problem...

Now, I don't think you can really compare the results of this to the "gun control" issue...Lets just say I'd like to see all gun control/anti-freedom laws go by the way of the Dodo bird...

The issue of illegal immigration and the way to curb it, is not a domestic freedom issue...Because if they are here illegally they do not have the courtesy of the freedoms inhierant to citizens of this country, either born here, or naturalized (legally)...

If you want to strive for the American dream...Do it the right way, plain and simple...It worked for my wife's family...

If this drives a portion to do it the right way...Then I am all for it...

If it doesn't work, or is not implemented correctly...Then its another shining example of why we need a clean sweep, across the board, of those we elect to take care of these things...

Nice try and I applaud the effort, but it won't work. In fact, Presidente Fox might even support it because the new plan would increase his take. The change wouldn't stop money going back to Mexico, it would just change they way it is transferred.

Now, most of the money is transferred electronically (not Fox's drug proceeds, of course) through Mexican banks and cashiers where Fox takes a small cut, a tax, on everything. The alternative would be to send actual cash back. It couldn't be taxed, per se, by Fox and his thugs could simply steal all or a portion of what any Mexican was carrying. They be far more efficient at stopping cash going south than they are stopping drugs and illegals going north.

One hell of a good idea!

Not only can the Mexican illegals be barred from sending money home to prop up their corrupt regime (thereby removing some incentive to even come here), but the Saudi and other Arabs wouldn't be able to send money around either!

You've got it. That's the way to stop ilegal aliens. Make it a felony to hire them. As an added incentive, offer a $10k reward to anyone who turns in an employer who knowingly hires illegals.

After the first 3 illegals turn in their bosses (and collect their $10k that they take with them as they are deported), you won't have an employer in the country willing to knowingly hire an illegal.

BTW-this scenario will never happen.
