Being a resident doesn't change your citizenship.
I am a British resident, for example, but I am a US citizen.
He would have to attain citizenship of another country and pretty much renounce his US citizenship. That would be too scandalous to do.

I don't believe an American can be Secretary General of the UN. I thought we discussed this last year.
Chapter III Article 7 and 8 of the Unitet Nations Charter says:
CHAPTER III
ORGANS
Article 7
- There are established as the principal organs of the United Nations:
a General Assembly
a Security Council
an Economic and Social Council
a Trusteeship Council
an International Court of Justice
and a Secretariat.
- Such subsidiary organs as may be found necessary may be established in accordance with the present Charter.
Article 8
The United Nations shall place no restrictions on the eligibility of men and women to participate in any capacity and under conditions of equality in its principal and subsidiary organs.
Article 8 seems to imply that anyone can be Secretary General.

You are correct. No member of UN Security Counsel can also have someone from their country as Secretary General.
"We are so sorry for putting the world through a war that was not necessary. My predecessor did this by manipulating the Security Council. The only just punishment for our country is to immediately resign our seat on the Security Council." -- That's all it would take.

Is it possible that the whitehouse is encouraging the RATS to believe that Bush can be beaten? Is it possible that the whitehouse is encouraging a fatal feeling of invincibility among the RATS? Is it possible that they are trying to draw Hitlery out into the open? After all, the only reason she stayed out this time is a few months ago Bush looked unbeatable. Is it possible that the whitehouse is allowing Bush to look weak in the hopes that Hitlery will step in and claim the RAT coronation? I think yes it's possible - this administration has played an excellent game with the liberals so far, they want hillary to nail her colours to the mast - so far she has not done this and only would when she could see a golden opportunity. High ratings and the popularly of a sitting president does not give her that opportunity.

Hillary as president, now that would make for a fun 4 years, anyone on this board has to realize that 90-95% (my guesstimate) of the country does not care who is President since it does not bother in their day-to-day life...
I say bring on Hillary as Prez., maybe the country has to tilt closer to a total socialistic state before a change is brought about..
Plus it would be good political theater..
