I read another report that said this is a "bilateral" agreement. So I gotta wonder if this agreement lets the Liberian Navy search U. S. flagged ships at will.

(Not that Liberia has a Navy, and not that U. S. flagged ships will be carrying any WMD's. But I'm still curious.)
