If we have learned anything since the 2000 presidential election it is that in a dangerous and uncertain world there is no substitute for a steady hand at the nation's helm, guided by a lifetime of experience. And that, at the end of the day, is what Sen. John Kerry has to offer the Democratic Party as its nominee for president - a 35-year record of service to his nation and to this state. It is something the people of Iowa began to sense as Kerry - finally - hit his stride as a candidate in the weeks before the caucuses. Those of us in Massachusetts who know him best, have never doubted that Kerry is as capable a political leader as any who have sat in the U.S. Senate. His character was formed in part in the cauldron that was Vietnam. And the experience shapes his world view. ``I fought in a war . . . where there was no thank you at the end,'' he said yesterday and where ``you had to take off the uniform really quick'' or risk a bar fight. ``That is what happens when you lack the consent of the governed,'' Kerry said. Every political leader is his history and Kerry is way ahead of the Democratic pack on that score. His years of service in the Senate, especially on the Foreign Relations Committee, are an invaluable asset. At times, of course, Kerry's position on the Iraq war has been so ``nuanced'' as to be nearly incomprehensible. But he did vote for the congressional resolution on Iraq and he did support regime change as official U.S. policy going back to 1998. And today when he says, ``Truly war should be a last resort,'' he does so with conviction and clarity. ``We need a president who will not walk away from a dangerous world - and a president who will not walk alone by choice - but a president who will lead a new alliance of free nations to build a new era of peace and security,'' he said in a recent speech. Unlike many of his Democratic Party rivals, Kerry also understands that hiking taxes on the already burdened middle class is no way to win votes or to run a country. He insists he'll keep the Bush tax cuts in place for middle income Americans, while rolling them back only for those earning more than $200,000 a year. And beyond that rollback he pledges, ``I will never raise income taxes.'' Calling himself an ``entrepreneurial Democrat,'' Kerry has built a steady record in the U.S. Senate supporting a host of sensible business tax credits. And even yesterday he noted, ``It is inconsistent for Democrats to love jobs and run around hating the people who create them.'' Kerry has crafted a thoughtful plan for addressing the rising cost of health care and of insurance by offering incentives to business not just to offer coverage but programs aimed at keeping employees well (and, therefore, cut costs). It's a far cry from the usual Democratic single-payer health care mantra. John Kerry as a presidential candidate remains a work in progress. But John Kerry as a solid, thoughtful political leader is a well-known commodity around these parts. It is that man, that leader, the Boston Herald is pleased to endorse for his party's presidential nomination.
