even though they can't driveMany handicapped non-drivers have these permits. It's so they don't have so far to walk when they're passengers. Dropping them off doesn't work everywhere for everyone.

seriously this is a good thing. In FL the disabled permit goes with the person not the vehicle. Thus if you have an elderly or special needs person in the car you can use the permit. This is handy for mothers with children in wheelchairs.
Now if you use the tag without the designated person actually with you, then it is a $250.00 parking ticket. No court, just administrative review and they have zip authority for mercy. (iow: if you had to go to the bathroom, tough luck. You should have parke anywhere else.)

At least the blind are truly handicapped. Come to Houston and you'll see the youngest and most able-bodied handicap folks parking in those spots with their little handicap tag.

You can, actually, drive if you're "legally blind," that is, uncorrected vision of 20/400 or worse. Since that must be correctable to something more acceptable (it differs state to state) it isn't, technically, impossible for someone who is legally blind to drive. Of course, why someone who is correctable to driveable would need a handicapped space is problematic.
It should be emphasized that the handicapped spaces aren't just for handicapped drivers. I recall picking my wheelchair-bound Dad up at an office one time - I pulled in and hopped out and sure enough, there was a self-righteous SOB who said "you don't look handicapped to me." Fortunately Dad was right behind him. In his best parade-ground voice he said "well, how do I look?" No reply.
