In a nod to the flood risk facing California's capital, Gov. Arnold Schwarzenegger has earmarked $2.6 million to clear out sediment from the Fremont Weir, an 80-year-old structure that protects Sacramento from catastrophic flooding.
The unexpected expenditure is a response to a Department of Water Resources report, obtained by The Bee in November, that highlights how the Sacramento Valley faces increasing flood risk because the state isn't maintaining levees and weirs.
