I doubt Clark will ever get elected, but if he's willing to 'guarantee' this, he should be willing to put it in a legal writing that he will step down as president if it does ever occur.
But of course, he wouldn't do that.

Talk is cheap. Evaluating options and making decisions about what should be done, that's hard. Doing what you've decided must be done, that's really hard. Taking the heat for your actions and sticking to your guns when the going is rough, that's really, really hard. But talk is cheap.

That's a pretty lofty statement. And a pretty stupid one too. I can't remember who said this but it was a very true statement. "It is nearly impossible to defend against someone who is willing to trade a life for a life."
You really cant say that nothing will happen. Because inevitably something will.

"Is he insane?"No, just uninformed. If a fanatic is determined to burst through and make a very bloody splash, and doesn't care about sensibilities, he stands a fair chance of succeeding. There was absolutely no way in the world to have prevented the first plane from crashing into the World Trade Center, even if the threat had been publicized as much as an hour before the fact. In the first place, the threat was considered to be so implausible at the time, it would not have been treated with the serious concern that proved necessary to take steps to avert the event. And secondly, there was no infrastructure in place that would have stopped the attack, even if it had been identified in time. Because the first threat had not been identified as such, the same situation prevailed for the second assault on the World Trade Center. But by the time the flight came in over Washington DC, the alert had begun to get into motion, and based partly on the pilot's confusion and the post-event response by the Pentagon staff, the damage, while still grievous, was vastly less than the WTC suffered. The fourth flight was largely a stroke of luck, that the passengers on board were aware of the first three incidents, and succeeded in a suicide mission of their own.
