January 7, 2004 -- FOR years, New Yorkers associated the hushed, rhythmic call of "Smoke, smoke" with hustlers peddling pot and worse in the city's streets and parks. But while the Giuliani war on crime thinned the dealers' ranks, Mayor Bloomberg has opened the door to a new generation of hustlers who have taken up the cry to hawk Marlboros and Newports.

Unintended consequences....Unintended, perhaps, but perfectly predictable.
A logical analyst might suppose that sure knowledge of consequences ought to make those consequences part of the set of intentions, but as we all know, politicians and jurists are not bound by anything so whimsical as logic.

I just got back from a smoke myself. I am now smoking smart cigarettes. If someone other than me tries to smoke them they will not light. If somone asks "Can I bum a smoke? " I say, "Sorry mine won't light".
