Give me a break! The guys not a political geek like most people in this country.
I am also assuming that going back home when his schooling is done(Now on this I could very well be wrong), so why would he have any interest in medicare. Also lets remember he's a sophomore, any sophomore who is "concerned" about Medicare, school vouchers, or CFR really needs to get a life.
