Can you explain why they're asking non essential personnel to leave Saudi Arabia and come home if we're being targeted? When I first heard that, I was lead me to believe the alert was directed abroad.

In Saudi the American personnel stands out and has a higher probability of being hit.

The US government could hardly tell all Americans to leave the US for fear of being attacked. That would achieve the goals of the terrorists as surely, as if they actually perpetrated an attack.
