In Saudi the American personnel stands out and has a higher probability of being hit.

The US government could hardly tell all Americans to leave the US for fear of being attacked. That would achieve the goals of the terrorists as surely, as if they actually perpetrated an attack.

The Government is telling all nonessential Gov workers to leave Saudi Arabia, and is paying for it.

It also told all Americans non-guv they should leave too.
