Re-Read the Al-Zawarihi taped message......that is the key to them raising the terror level.

Whatever was in that tape was one of the factors that went into this decision by Bush and Ridge.

The tapes probably did play a factor, Dog, but they wouldn't raise (and previously haven't raised) the threat level based only on AQ tape releases.
