THE Sun took the referendum battle to Brussels last night as Europes leaders gathered for a summit that will decide the destiny of our nation.
We have produced a pamphlet called Shackle Britain, in which we translate Euro waffle into plain English.
The booklet exposes Europes secret plan to destroy our way of life by introducing the European Constitution.
If Britain signs up, the way we are governed, judged, defended and taxed will be decided not by OUR Government but by the European Commission.
Hundreds of copies of Shackle Britain were last night dispatched to the architects of the legislation.
They include key political figures and leading opinion formers across Europe.
Among them are European Commission President Romano Prodi, EU Commissioner Neil Kinnock and leading MEPs involved in drawing up the Constitution.
Our own Prime Minister Tony Blair and Foreign Secretary Jack Straw also received copies.
And a team of Sun reporters was in Brussels and London delivering the pamphlets to European newspapers, press agencies and political editors and correspondents.
The Sun is determined that the public sees through the confusing jargon of the 200- page draft document.
And our pamphlet makes clear that the people of Britain deserve a say in this defining moment in our history through a referendum.
Our operation came as 25 European leaders gathered last night to put the final touches to the binding Constitution at the Inter Governmental Conference in Brussels.
Negotations will be fraught and there is no certainty of a deal. But once signed, the document will have an irreversible impact on the way Britain is governed.
It will put the EU on track for a centralised European state, unaccountable and undemocratic.
Tony Blair admits Britains place in Europe is the biggest political issue of the century. Yet he dismisses the Constitution as a tidying-up exercise and refuses to give the people a referendum. The Constitution contains vague and alarming clauses, replacing every treaty signed since the EU began. It will give the EU primacy over all the laws of member states.
Tony Blair promises defence, tax, and foreign affairs will remain the responsibility of MPs at Westminster.
But the Constitution will open a minefield of political conflict. Disputes will be settled not by elected MPs but by judges in Europe.
Few in Britain have read the document. Others may disagree with our interpretation of it. But we hope it will encourage debate.
We will hand out copies of Shackle Britain to summit delegates as they arrive. We hope it will make them see the issues more clearly.

The Sun GETS it. Let's hope the British people do. Frankly, I don't give a rat's butt what happens to the rest of Europe, but if the Brits get into this thing and it goes bad (which it will, of course), we'll be in there fighting to get them out. I mean REALLY fighting, another friggin European war. We won't do that for any other European country, but we will for the Brits. It's that simple.
Which is why I'm praying they kill this thing off.

You could see what was happening by the way the French acted during the U.N. goings on.They want the power to be able to control any country that dares to disagree with their policies and that is just what is written in this document.The EU will decide and all countries must follow.This is very frightening in its make-up and I hope with everything that the Brits don't fall in line with the EU.

It boggles my mind that any national politician would want to give up his sovereignty like this. My conclusion is that Blair has been heavily bribed. I believe he thinks he's going to get the EU president job -- but he's wrong. That will go to a Frog, probably d'Estaing.

Tony Blair has publicly stated that he's Third Way, the middle ground between capitalism and communism. The middle ground is called fascism - state control of private property.
You Brits are about to regret that you gave up your rifles, pistols and the Magna Carta right to defend yourself against government.

Spain and Poland led a clutch of smaller countries in resisting a proposal they charge would allow the EU's big four -- Germany, France, Britain and Italy -- to run roughshod over the others.
In a sign of his determination, Polish Prime Minister Leszek Miller came to the summit against his doctor's advice, having broken two vertebrae in a helicopter crash last week.
"We will wait and see" was his only response when asked about chances for agreement.
