The only way the government will have negative growth is when corporations and organizations which employ thousands of Americans begin taking the role of providing services usually provided and or are believed by some that the government should provide. This includes health-care, mail services, education funds for dependents, home security services, etc. It is then that the government will lose its face as being integral to people's lives, and business will take on many of the roles of the goverment, those businesses which employ thousands of people. It is then that the country will go back in a sort of the circle, where the government's most important job will be foreign affairs and defense.

That's a conservative version of a utopia. Unfortunately they don't exist. The fact that wealth IS created and HAS been created since the birth of this country only signifies that the GDP will also grow over time. It's only logical that as GDP fiscal spending also grows to match. I can't imagine as we create more spending power in this country that we aren't going to utilize it to further this country.
