CINCINNATI (AP) -- Cincinnati's mayor on Sunday urged the city to buy stun guns for its police force in response to the death of a man following a struggle with six officers a week ago.
"I am looking for any avenue to avoid another struggle," Mayor Charlie Luken wrote in an e-mail to City Council members Sunday that asked them to find $1 million in the 2004 budget to pay for the non-lethal weapons.
"While it is unclear whether the incident would have changed if our officers had the latest technology in Tasers, I believe we must equip our police with the very best equipment," Luken wrote.
Nathaniel Jones, 41, died Nov. 30 after the scuffle in a restaurant parking lot. A police cruiser videotape showed the 350-pound man lunging at one officer before he was brought down and struck repeatedly with metal nightsticks.
The coroner ruled Jones' death a homicide but cautioned that the designation did not imply police used excessive force. The direct cause of death was the struggle, the autopsy showed, but Jones also had an enlarged heart and had drugs in his blood.
Jones' family and activist groups have said they will commission independent investigations, adding to probes by police, prosecutors and a citizens' panel. The Justice Department also is gathering information.
About 500 people attended a memorial Saturday for Jones, who was black. His death has focused attention on the racial divide in this city torn by riots in April 2001 after a white police officer shot an unarmed black man who fled arrest.

Phasers on stun.

A guy with a heart condition (as Jones did) will likely die on the spot when hit with a stun gun.
Catering to criminals is always a loser. Always.
And it's the cop who will suffer for these ill-advised political solutions.

Yeah. That will stop a 350 man on PCP. Stun guns are a joke. I've used them on myself.

But they do work well when the dogs act up.I have three model,100,000 , 300,000, and 500,000 volts.I have only used the 100,000 volts on the dogs once. Now all I have to do is pick it up and zap the air and they settle down right quick. If I was a bettin man I would say the 500,000 volts would bring down a horse, man is it scarry when you zap the air with it.

The Cincinnati Police already have "Stun Guns".
Thanks to the Clinton administration, standard issue for all officers is a Smith & Wesson 9mm. semi Automatic.
For all intents and purposes, a 9mm. is a 45mm set on stun!

Your are CORRECT!If this guy had been hit with a"stun-gun",he probably would have gone into cardiac arrest sooner than he did!The cops would STILL be portayed as MURDERERS!!!!!!!

RIGHT ON!If I was a cop,I would NEVER carry anything smaller than .40S&W!Preferrably,.45ACP!!Stops Them Evertime Time It's Tried!!!

Stun guns were a joke. These new Tazer's however are the real deal. They're about 10 times more powerful than the old ones.
One of the problems is if the person about to be lit up is wearing very thick clothing. The barbs won't penetrate enough to send the shock.

What would you have done or recommend in this type of case, with a combative 350 pounder on PCP?

They need to start with defunding the so called self serving
" black leaders " who rally the thugs ,theives and rapists into a flurry of hatred towards anyone in a uniform
And the funny part about this is alot of these "leaders " are preachers !
Go figure !
Free speach is a wonderful thing until you use it to try and start a war between the races like these so called "leaders" do then it becomes Treasonous to your own people ! and it becomes hate speach to everyone else !
To: Hal.009
Wow. I don't think with 45mm there would be anything left of the perp. :)

What Does CAP-STUN Do For Law Enforcement and Military?CAP-STUNs unique formulation and unmatched performance record have been invaluable assets to law enforcement and military. Many incidents that previously led to violence are preventable by the use of CAP-STUN, with a resulting decrease in injuries to subjects and officers and a reduction in civil litigation.
The most common law enforcement tools, the nightstick and the gun, may be either too weak or too strong for many situations.
This has become much clearer because of recent events, including the well-known case in Los Angeles during which a subject was beaten after failing to respond to a high voltage electric weapon and numerous baton blows. This incident was followed by rioting throughout the U.S., causing damage in the hundreds of millions of dollars, as well as needless injuries and human suffering. Yet many experts believe that the use of CAP-STUN could have prevented this unfortunate incident!
Law Enforcement and Military departments have come to rely on CAP-STUNs unique advantages:
- CAP-STUN provides a high probability of instantaneous control over highly aggressive, violent or emotionally disturbed subjects.
- CAP-STUN impacts those under the influence of narcotics or alcohol.
- CAP-STUN supplies effective reaction to barricade situations.
- CAP-STUN responds effectively to crowd control situations, where officers may want to disperse or subdue a mob.
- CAP-STUN effectively restrains and controls single or multiple subjects.
- CAP-STUN minimizes physical contact, reducing injury and other risks for both officers and subjects.
- CAP-STUN effectively reduces or eliminates the need to escalate to physical, intermediate or lethal force.
- CAP-STUN reduces incidents of law enforcement officers being shot with their own weapons.
