Well, the woodchuck was easy, we just dumped ALOT of aviation grade kero down his hole.
Then we waited a bit while he sat in there and squeaked in anger.
THEN we lit it off.
Rats are harder, since any burrows they ahve in dirt look more like swiss cheese.
Same technique, just alot more preperation work to block off exits.

Wasted woodchuck.
Get him out of the hole, do him in w/a .22LR, and skin/gut/roast.
Seems to me your way is a waste of Kero and woodchuck, both.
As to the rats: good work.
