If you know people trying to get a green card, tell them it’s time to register for the 2005 Diversity Visa Program (DV-2005).
The program is administered on an annual basis by the U.S. Department of State to provide for a new class of immigrants known as “diversity immigrants.” The program makes available 50,000 permanent resident visas annually to people from countries with relatively low rates of immigration to the United States.
Immigrants who meet simple, but strict, eligibility requirements qualify for a computer-generated random lottery.
The visas are distributed among six geographic regions, with a greater number of visas going to regions with lower rates of immigration, and with no visas going to citizens of countries that have sent more than 50,000 immigrants to the United States in the past five years. Within each region, no one country can receive more than 7 percent of the available visas in one year.
While Brazil and Portugal are among the eligible countries, natives of Mexico, Colombia, the Dominican Republic, China, and United Kingdom are not allowed to apply.
The applicant must be a citizen of a country that qualifies, which in most cases this means the country in which the applicant was born. In addition, the applicant must have either a high school education or the equivalent, or two years of work experience within the past five years in an occupation requiring at least two years of training or experience.
Lottery winners will be selected at random by computer from among all qualified entries. Those selected will be notified by mail between May and July 2004 and will be provided further instructions, including information on fees connected with immigration to the United States. Those not selected will not receive any notification.
If you plan to apply, you should read the instructions carefully, since one can only do it once. More than one entry results in disqualification.
Applications will be accepted until December 30 this year.
This is the first year that the State Department will only accept entry forms electronically at http://www.dvlottery.state.gov. There are no fees and anyone can apply from their own home computer.
In order to apply successfully, digital photographs must be sent under specific requirements. Consequently, many choose to pay a small fee for assistance with their application.
However, applicants must be careful with companies advertising this service online. According to lawyers at the Federal Trade Commission, the nation’s consumer protection agency, some businesses and lawyers misrepresent their services by saying that they are affiliated with the U.S. government, or that their company can increase an entrant’s chances of “winning” the lottery.
