This sounds ridiculous, but I don't have much sympathy for this guy. Anyone who buys a home in a building managed by an association and still thinks they own anything is naive.

Exactly. You are trading your rights for the security of knowing that your neighbor will mow their lawn and not paint their fence pink. You can obtain the same assurance, without the loss of freedom, by purchasing rural land outside of cities.

I agree with you, but I do have sympathy for this guy. This was sprung on him. I think fining someone for talking to his friends is "outrageous" regardless of his ignorance to condo laws and the lack of accountability at the Division of Land Sales.
Unless he moves which you know is very stressful, poor Mr. Pemburn will be sneaking around the rest of his life so that he doesn't get fined.
