One of the problems is even finding serious candidates to go against incumbents in Republican primaries. Primary voters seem to stick with incumbents more than 90 percent of the time. I guess that Greer-Baird-Demers-Rice-Crist all know that they are safe within their party contests.
In PA, Rep. Pat Toomey is trying to unseat the liberal Arlen Specter in an April 27 primary. Just getting a serious candidate against Specter was remarkable, much less finding one who can unseat an incumbent in a primary.

Another problem apparently is Democrats running as a Republican.
The New York Mayors race comes to mind. If we have two democrats running for a position, what choices do the voters have, you vote for the devil or the witch.
