How many Senators are needed to change the Senate rules?Depends which party. If Independent or Rat, it only takes one. If republican then it takes 60. Clear ?

Incorrect. The number is 51. The rule change procedure in queation involves bypassing the regular requirement for cloture because the advise to a Presidential appointment has constitutional authority beyond normal Senate business.
There are 5 Pubs who don't think the procedure should be followed.
