Depends on who is doing the deal. Ronald Reagan got acused of this his entire political life as governor and president. I think that he was very successful. GW has learned by watching President Reagan in action.

Hope Leavitt is a good one.
I believe he'll be better that Christy W. but that's not a forecast of dramatic change. The mid-to-low level bureaucrats in the agency can continue to wreak their punishment on the nation and there is little to stop them.

I hope his first action is to scrap those damn regulations forbidding the Forest Service or anyone else from clearing and maintaining woodlands.
That way, NEXT TIME there are fires in So Cal, they won't be as bad and will have less fuel!
