crooks look to make a fast buck and they don't care what product they sell....

The SCHP was a very good organization a few years back but leadership has hit an all time low along with background checks and political appointments.
It is tough that people in certain places have to cater to certain politicians to hang on.
In my opinion the same can be said of the CIA and FBI. Mind you,these are only one mans opinions.
I hope Governor Sanford is given a chance to do something about this situation and acts.

I did not mean to imply the SCHP wasnt still a good organization, they still have great troops just lacking in leadership in certain areas.

Maybe he would - we don't know because they aren't legal. But what we do know is that the War On (some) Drugs, corrupts many people, cops included. The cure is worse than the disease.

I agree.

However, the War on Drugs probably gave him ready access to the market, and his status as a cop probably gave him some leverage developing market share.

We see stories of drug-dealing cops all the time; can you point to a single instance of cops illegally dealing alcohol, cigarretes, or human flesh? The illegality of drugs has made them an unparalleled source of corrupting money.

Apparently you can make it up. The jail is not in Rock Hill but in nearby York.

Yep. All retail sales businesses in SC (even if they are illegal) must have a license and collect sales taxes.

You can store all the liquor you want to on private property. But it is illegal to store liquor in a place of business.

In this case I would say it has more to do with lax background checks and the lowered standards of affrimative action hiring. Tony Caldwell has only been on the force for about 14 months, 5 of which he spent in training. He didn't become a crooked cop, he was hired as one.
