The SCHP was a very good organization a few years back but leadership has hit an all time low along with background checks and political appointments.

In this case I would say it has more to do with lax background checks and the lowered standards of affrimative action hiring. Tony Caldwell has only been on the force for about 14 months, 5 of which he spent in training. He didn't become a crooked cop, he was hired as one.

I do not disagree but the Administration out of Columbia is a mess. I do not speak of the uniform personel.
