Florida is full of lousy, complicit and even (I suspect) participating bishops. Such as the bishop of Terri Schiavo's diocese, who has an eye for body builders and triatheletes, a peculiar financial relationship with his favorite contractor, and hasn't even been able to bestir himself to say more about the Schiavo case than that folks should have an advance directive.
Florida stinks, bishop-wise. The only good one is Galeone, of St. Augustine. He's new and very left-wing politically, and I stopped going to church for awhile because I had the misfortune to hear his stupid remarks after 9/11, where he compared Americans' distress and anger to the anger he felt once when his gold chain was snatched in Latin America. But he's very pro-life and orthodox on every other level.
The rest of them don't give a darn about what's going on, and, as you suggest, some of them are probably involved in it themselves.
