This is like a plumber standing there, plunger in hand, furiously wracking his brains for "a way" to stop the toilet from overflowing. Is a plunger needed to turn a stop valve?

Is a plunger needed to turn a stop valve? Would turning the intake valve stop the water in the tank from going into the bowl?
