Bringing back critical production to the USA would be the sane thing to do.

Simple: write the law to state that if they want to sell a drug in the US market, 51% of each ingredient and 51% of the final product must be manufactured in the USA..............
Over the last several years, I have seen many industries rethinking their offshoring. Hopefully, businesses will now learn that the cost of offshoring outweighs any perceived “savings”.
Note that this is only happening, IMHO, because China threatened to stop export of drugs to USA.

As I understand it, there are 5 other countries producing more pharmaceuticals for the US than China. But that they produce most of our face masks and other devices.
Yes but think of this. Go back six months and think about how how often people complained about the cost of prescriptions. Theres a reason all of these drugs come from China. So the prices will be going up.

I am not sure if any government action is needed to persuade the pharma industry to shift their production back to the US. Their earlier decision to make their drugs in China is costing them.
The obsession of businesses in this country to generate the highest possible profit margin has come back to bite us in the ass. Fine for some products, but not the critical items.
Similarly, so many companies are looking at all the outsourcing to India for the same reason. The Pune region there is on lockdown. Help Desks across the country have little to no staffing because of it.
The large multi-national bank I work for is hurriedly re-insourcing our help desk as I type this because the workforce there has dropped by 70% for us.
Our Senior IT Leadership is almost at war with our Business folks over it. They want us to cover their bad decision to outsource so much to india, and want us to quickly create a a help desk here. No one is volunteering to help. I was asked and I refused. :-)
I'm a Senior Infrastructure Architect ... I'm not the guy you want on a help desk anyway.
Bring it ALL back. Cut the cord with China completely. Companies dont want to come back? Tax the h.e.doublehockeysticks out of them until they pull back. China is enemy #1 with Russia right behind.

Xi, or one of his flunkies recently threatened to limit meds shipments to USA because something didn’t suit him. That should be all the warning we need to compel us to bring it all back home, forthwith. Many of our drugs were once made in Puerto Rico. I suggest that any which can’t be brought back to CONUS should at least be brought to PR. A bunch of Bayer products are still being made in Puerto Rico.
