Anyone putting any faith whatsoever in the FBI is on a fool's errand. Comey covered things up before if you will remember. He saw to it that everyone got immunity. He announced his decision on July 5, 2016, a Tuesday after the FBI talked with Clinton on Saturday, July 2. The Government was shut down for the holiday week end when he made his decision, so he already had his press conference notes typed up before he had Hillary Clinton interviewed.
