When did "free" and "discounted" become the same thing?

I only saw a picture of a person that was related to the article - colored me surprised that that was a woman!

The pic on that page has been changed since yesterday. It had what looked like an 0bama campaign website with a pic of 0bama, his logo and all the other trappings.

I have seen the Obama phone web site a while back. Not sure if its still there.

They actually claim on the site that the phones are not paid for by tax payers (the small print justified this false statement by the hand waving argument that the tax is paid by telecommunication companies and so is not a tax on people).

Today USF is an $8 billion annual program, nearly quadrupling in size since its inception, with the bulk of that increase going to landline and wireless phone companies.

Maybe this massive growth would be no concern if USF were a model program with a sterling reputation for efficiency. But it’s not. One recent study found that 59 cents of every USF dollar raised for rural networks was spent on administrative expenses and general overhead. A 2010 audit of the rural USF program found that one out of every four dollars sent to participating phone companies was an “overpayment,” with nearly a billion dollars unaccounted for.

In 2008, the Lifeline Program was expanded to include wireless service providers. Between 2008 and 2009, non-landline costs for the program doubled – from $143 million to $384 million – and then doubled again, totaling over $719 million in 2010. Before the certification of the first wireless carrier, the overall Lifeline Program cost $822 million per year, an amount consistent with the previous five years. That number grew to $1.025 billion in 2009 and to $1.315 billion in 2010. According to the Federal Communications Commission, it is common for multiple wireless service providers to seek reimbursement for Lifeline services provided to the same household.

Griffin said his constituents have told him about people abusing the government benefit.

“I had someone call me this morning telling me they had somebody who would only work a certain number of hours a week because if they worked too many hours a week then they couldn’t get their government assistance. And that person has multiple cell phones, and gets them new every month with new minutes,” he said, sounding outraged.

The cell phone companies add to the problem, he said.

“Every one they give out, they get money for from the federal government. So they have an incentive to give as many away as possible,” Griffin explained. “And that’s exactly what they’re doing, and they’re making a killing.”

A 2011 audit found that 269,000 wireless Lifeline subscribers were receiving free phones and monthly service from two or more carriers. Several websites have been created to promote “free” government cell phones, including the”The Obama Cell Phone” website at Obamaphone.net.
