Cains website is scant (at best) describing his 999 proposal. Pelosi said pass the plan
and read it later and the damn fools did exactly that. With the scant details provided by
Cains 999 there is little difference between those damn fools and those of us touting the
mysterious 999 plan.

Gross income less charitable deductions
Empowerment Zones will offer additional deductions for those living and/or working in
the zone.
Retirement income Is that subject to the 9% tax?
Social Security Income Is that subject to the 9% tax?
Disability Income received by returning disabled war heroes Is that subject to the 9%
tax?
Child Support Received - Is that subject to the 9% tax?
Cains website does not say these incomes are exempt so are we to assume they are not?
Gross income less charitable deductions does this mean all charities? I can see a lot of
new charities emerging. Perhaps even charities openly hostile to the American way of
life. It seems odd to me that Cain favors charitable deductions over mortgage interest
deductions. The hell with the American dream of owning a home, lets be a nation of
renters.
Empowerment Zone deductions there is little doubt what class of people this will favor
National Sales Tax 9%
Cains website does not list a single exemption from this tax.
Will buying a new home be taxed? Oh, I forgot, we are not buying homes anymore we
have become a nation of renters.
Buying a new car will add 9% to the state sales tax for many of us. Hell if we are renting
we may as well all use cabs for transportation to escape the 9% sales tax. Using a cab will
even save us the added 9% to the $4 a gallon of gas we need for a car. And we wont
need to buy tires, oil changes, etc. all subject to the 9% sales tax.
I just had a yard sale and sold my lawn mower for $100. Who is responsible to collect the
$9 sales tax from the buyer? What form will I use to file the $9 sales tax I owe? Maybe I
could collect the $9 sales tax from the buyer and use that same $9 to pay the income tax I
owe.
Summary
For sure Cain is aware of the many questions associated with his plan. Yet his website
remains very lacking in details. This is troubling. We dont need verbal details from Cain
on various talk shows, we need written answers on his website.
Cain will often tell us he will surround himself with knowledgeable people to fill the gaps
in his lacking knowledge about any given subject. This is a great concept and I agree with
it 100%. The problem comes when you dont scrutinize those gap filling ideas and that is
what happened with Cain and the Lowrie produced 999 plan. Cain failed to fully
understand the impact on the middle class, he probably saw the impact on the lower class
and threw in the Empowerment Zones exemption as a fix.
The 999 plan is unlikely to ever pass in Congress. It is Cains apparent lack of
understanding the impact of such a plan would have on the average American that troubles
me.

Infavor of Obama or Romney. The MSM/Republican establishment would be happy with Romney. Booting Glen Beck off FNC and replacing him with Dana Perino/The Five is a bad sign. That is my concern, too. I think he should frame it in the sense that "Look, the current system is broken. Too many brackets, too much power to the federal government to control via the tax code, highest corporate tax in the world, 47% paying no income tax, many paying a negative rate. We have to change it. Here is my idea. Let's hear yours, congress, and come up with a better plan than what we have now."
You asked me to propose something better than the 999 plan, the 999 plan is
suppose to reduce the national debt, create jobs, and balance the annual budget.
Illegal aliens are costing this country billions of dollars:

So eliminating the illegal alien problem will save billions in expenses and saving
billions in expenses means you need less tax collection. Eliminating the illegal
alien problem will open up millions of jobs that the unemployed can take.
As I stated in my original answer replacing the career politicians in our
government with common sense people (like Cain) will yield a responsible
government that will create responsible tax policies.
No matter who is elected President, a government run by career politicians
will never yield responsible legislation.
You do know there is an average of 22% tax hidden on the price everything you purchase today and he's eliminating all those. So today you pay 22% plus state 9% = 31%
Under Cain plan it would be 16% (9% Fed 7% State) but wait if you take out the 22% of the price of a 100.00 item, it would be 88.00 so 7% state tax is less on 88.00 then $100.00 also

We're spending too much time answering these smart a** questions with a smart a** answer. People are only asking these dumb questions in an attempt to throw the conversation off track. They know it's a straw man, and we shouldn't be playing their game.
A retail sales tax is an old idea. It has been a reality in most states for over a century. All bugs and dumb questions like "who pays the lawnmower tax" were worked out before your grandfather was born.
The answer is: how is it done under the current state sales tax system, because that will be the model for a federal system.

No, it isn't. If it doesn't happen under the current state sales tax systems, it's disingenuous to suggest it would happen under a federal tax system.
First off, that is not a plan. Education is state funded at about 95%, so it has no relationship to the federal defecit unless you propose to nationalize education and confiscate all state revenues now used on education. Second, please quantify how many police officers, funded by federal money, are dedicated to arresting illegal aliens. A certified police officer costs about $100K / year including benefits, car, uniform allowance. A thousand of them of them would cost one million $. A million of them would cost one billion $. You throw the “billion” thing around easily. You have no plan. You have no original ideas. You need help or a life, whichever won’t cost us billions.
Apparently the economic and social problems illegal aliens cause is of no concern to you. And as is the case with progressive liberals, they always have many reasons to discount the burden illegals have on America.
