We've only elected one person to the White House with only the House of Representatives on their resume and that was 151 years ago in an election where the Democrats were split three ways, so that takes care of Congresswoman Bachmann. That leaves Governor Sarah Palin, based on Dr. Borst's analysis. We elect governors all the time, it's what we do. Governors, vice-presidents, generals and senators, pretty much in that order.
