This makes sense to me. Even if the origin of the hot spot is fixed, it has to rise through hundreds of miles of mantle, and there must be some fluctuation in its rise. The simplest demonstration of this is observing how a lava lamp works.

What is the time scale for movement of the Earth’s magnetic poles compared with that of the movement either of the plume or tectonic plates; and, alternatively, with the time for the magma to harden?
