I've been nowhere near WA state and therefore have yet to set foot (or wheel) on Interstate 82. Yet I paid for it. Wonder why I haven't have sleepless nights over this?

I hope you don't take this the wrong way, but we all pay for a lot of things we do not use. But before I explain why your post is someone inane, I must explain something that seems to have escaped you.
Congress authorized a system of highways during the Eisenhower administration to interconnect military bases. What you think are interstate highways are, in fact, teh National Defense Highway System. The purposed of that system was to move men and materiel rapidly around the country should the United States homeland be attacked. (One of the lessons learned from the technological developements of World War II was that those technologies, particularly aviation technologies and missile technologies would require rapid mobilization and deployments.)
I doubt you would make this statement: "Aircraft carriers. You paid for them. How many have you been on?"
Yes, it's true we paid for the 12 active aircraft carriers. But that does not mean we can simply paddle up to one and expect a tour by an admiral.

I've got a neighbor just like you. He does regression analysis on local rainfall data and has carried on a correspondence with the US Treasury (I've seen the file!) on the continued desirability of minting pennies.

Poorman, a truck driver, has been on every Interstate highway in the continental USA.
I rode with him for a year and saw most of those I-highways.
