For me, budgeting is pretty arbitrary mostly. I don't particularly like it either.
We never know what's coming up because a lot of our classes are taught to specific industries to meet their needs. But, those industries don't bother to let us know at budget time that hey, in 6 months they will need training on something we will have to buy equipment or software to teach.
I did the budget in August. The second week of September a large manufacturor in town said they need me to teach Solid Works for them. We didn't have Solid Works. But, I had to get it. And it messed up my budget.
Of course, I complained and got 10K more added to my budget. But still.....

Naaa. We've got a really good administrator. It's just that I know what he's working on this week and it's at the campus 70 miles away from me. If I called he would come down and fix this.... but, I ain't gonna make him drive that far this week when all this is affecting is my ability to freep in the classroom. :-)
And anyway, he's already planning to be down here week cause we're having lunch one day. It can wait. Prolly freeping in class is not critical.
