I worked in offbase housing in the 50's in Fairbanks, Alaska but that was only to inspect them to make sure they were liveable that that was centuries ago and times have changed. I am thinking about offering a completely furnished house, coffee pot, silverware, dishes, cookware, microwave (but not my crockpot), TV'S, all furniture, a completely turnkey operation, will even furnish the bed linen if wanted. Think this will make it appealing? When I rent this house I can start on the house in the country and d has everthing already as mentioned above.

You know, you might do better to offer it as a long-time lease to the base itself. I am certain they have delays in base housing for certain officers' families because of repairs, painting, extermination, etc.
If the base had a house they could put people up in without haviing to unload their furniture or pay hotel bills I am sure they would be interested. The base would then take care of the occupancy and you would get rent even if it was unoccupied for a couple of months. They would have a guaranteed place for housing people short-term without all the hassles of trying to negotiate with apartment complexes, etc.
