Their flag could be flown on the higher level and the Stars and Stripes a little below
No flag flies higher than the US flag according to the US flag code.

I believe that might apply to the US or territories, but I don't think it would apply to a foreign country. I have a problem with US flags being flown in front of government schools, as this is not federal property. So perhaps I'm not one to judge how or where the flag should be flown.
