Groundtruthing indicates the US cruise missiles come in horizontal as below in Baghdad,
corroborating that these trails above were left by Iraqi SAMs

One clue is that our missiles would not start burning before they get to the target. The munitions are fused to detonate when they get where you wanted them to be - i.e. inside the building or bunker you are trying to blow up. Setting of munitions at altitude above your target makes for a nice fireworks display, but is not what you want to do to do damage.

Doesn't look like much of a horizon to be going up from the ground and then off to the side. Sorry, I'm not convinced that is a possible explanation.

I don't think it could be a cruise missile trail. The exhaust plume looks more like that for a solid propellant motor. Tomahawks use a turbofan engine for propulsion.
