A running engine with bad wires can cause that.
Turn it off and there's no way you can be shocked. None. Not possible. (ok, I suppose you might get a shock in the few seconds before the coil is discharged after the engine is off)
Yes, it is possible to practically weld a wrench pole to pole on a battery or any other positive to ground point. However, 12 volts is below the electrical conductivity of skin.
