Did you notice that you can hear the beating of the Nazgul's wings when Frodo is in Osgiliath...right before he says "There're here...they've come"? Faramir says for them to take the hobbits to his father, he's sending a mighty gift. Sam is telling why Boromir died...then someone shouts "Watch out!" and that tower gets hit with something...right then, the beating of the wings begins but I think only Frodo can hear them at first...he looks overcome.

Yeah, I've noticed that. I think you are right. Frodo does have a "connection" with the Riders. I think it must work one-way, or else the Riders would be able to zero in on Frodo, which they've shown they can't do (re: the Dead Marshes, Bree, etc.).

I believe it is because the ring and his wound are gradually drawing him into the "shadow world."
