Our server room is air conditioned, luckily...but this is still the IT dept, and we have LOADS of computers, all putting out heat. And no cross breeze. Bad for the computers as well as us.
I know you're in a government operation, and common sense doesn't always rule. But do you have a suggestion program? Can you suggest some digital KVM switches so you can replace four huge monitors with just one? If you're supposed to turn them off when the temperature goes over 85, it can't be mandatory that they be visible at all times. It would also free up a lot of real estate for both monitor and keyboard. I have three (sometimes four) PCs around my desk at home, and a KVM switch is the only way to fly.
After you sell that idea, then convince them that a large-screen LCD will enhance the system even more, with more space savings, less electrical usage, and NO heat output.
Besides, in today's world, when a glass monitor goes, it's basically unrepairable. LCDs will take over, sooner or later.
