Apparently he's moving some tanks and troop South toward Kuwait. I almost hope he does strike first; it will certainly make Dubya's decision easier. They need to make sure he doesn't send somebody over the line and shoot TOWARD Iraq then try to say it was WE who fired first! There have been reports that he's ordered some uniforms that look like ours and is planning to put some of his men in them and have them kill some civilians so it will look like we did it.
