Well, yes, but what I was getting at is that Congress and government guarantee failure when they meddle in the operations of the businesses like Amtrak.

An analogy: K-Mart closed a lot of stores this year. If they were subsidized by Congress, every Rep. would be out in front of each targeted store in their districts, making political hay in front of Action News cameras, braying about how they are going to 'save' the stores...
