Inasmuch as it didn't do the job, a wimpy bow indeed. Judging from the description of a foot long arrow, my guess would be a weak or poorly aimed crossbow.

Whoever shot it needs training, not animal sensitivity courses.

Training heads. I'll bet $5 he was using training heads. Now, a nice broadhead like this one from Cabela's has no such problems...
