I have seen under 16 year olds in FL driving crazy on e-bike, sometimes careening toward other vehicles to make them brake. It’s possible the police are reacting to complaints in the community.

You are 100% correct in your assumption. These electric vehicles have become a huge traffic hazard in FL. and other places.
Now, it has become popular for gangs of “youths” to take over busy intersections on the bikes, scooters, etc.
LEO’s are under pressure to clean up the mess.

We’ve had problems with young people showing off on dirt bikes and ATVs in the D.C. area. A few months ago a kid was seriously injured by a dirt bike rider.
The number of close calls I have had on public side walks is at least once a week.
My City Commissioners are Greeen-Green-Green.
They drive every where, so they could care less about side walk safety for the oldsters and the commuter working class.
Some of the big electric bikes go faster than 40 mph.
I have been reading the front page of the Seattle Times every day for the last 20 years.

Cause I see young POC children and adults passing me at speeds over 45 mph with no plates. Lights, and I pretty sure no license or insurance.

We have a little $hit in our neighborhood that rides his gas powered dirt bike up and down the streets. Next time I talk to his dad, I’m going to tell him to get his boy a bigger bike. 125cc dirt bikes are fun, but sound like hell when run in the wrong places.
