I don’t think anyone said they were obligated to do it. But there is nothing preventing them from having options for people if they want it. 2-2 is also a thing. The answer is how many official languages there are in the US.
The voting rights act was not written by me. I’d likely scrap much of it. But it is still the law and that section does apply.
