I don’t think anyone said they were obligated to do it. But there is nothing preventing them from having options for people if they want it. 2-2 is also a thing. The answer is how many official languages there are in the US.

I believe California prints ballots in 37 different languages, hardly a model for the country. Lots of other countries “stretch” their laws this way? Do tell.
