Shore leave is typically staggered, meaning not all personnel will step off the vessels at the same time.
In Pattaya, a fishing village partly transformed into a tourism center on the back of U.S. service members seeking succour during the Vietnam War, some are hoping for a financial boost.

And, also illegal, is porn but it is made and sold internationally in Thailand ranging from tens of thousands to hundreds of thousands of Thai baht per month, while the broader commercial sex and entertainment sector is worth billions of dollars. It was BYO everything. I was into water skiing back then and JUSMAG had a killer boat. It was booked solid during the week, but on weekends I had it to myself. My problem was not having anyone to drive the boat sometimes.

Pattaya is a great liberty port. I loved it. It’s also a major European vacation destination (make your own conclusions about that). Also, on most ships, out of a 4 day stay everyone gets 3 days off, but not necessarily in succession. A percentage of the crew must be on board at all times.

A retired Navy friend claimed it was mostly the slugs, with someone to watch over them for the scut work. He said a hard charger would burn out to get it just right when that was not needed. The slugs would often find a quick way to get it done.

U-Tapao is the Royal Thai Air Force Base. Pattaya is about a 45 minute drive from there.
