Prince Harry and six other high-profile figures will have to make an initial payment of £9.5 million ($13 million) toward the legal costs of a British tabloid publisher after losing a high-stakes case against them last month, a UK High Court judge ruled Friday. CNN's Max Foster reports.

They are still part of the Royal Family, they have retained their Duke and Duchess titles, and Harry and his children are still 5th, 6th and 7th in line to the Throne.
What they are NOT is they are no longer "working Royals", meaning they are not entitled to money allotted by the government towards their support in exchange for work (please note that many of the Royal Family's properties bring in income that washes most of their expenses). Working Royals each have a portfolio of patronages, charity sponsorships, military ranks, diplomatic duties and public appearances—they will not do these things, but will live as private citizens. Allegedly. It will be hard for Ms Sparkles to avoid vying for attention.
If they were to be removed from the line of succession, it would take an act of Parliament, where all the many MPs of color would surely play the race card in support of MeAgain. So this is a very difficult situation for William. Charles is weak. The Harkles will be hard to contain, except that they are now going to have their hands out for a bail out; and that the British people on average hold them in even more contempt that do the Americans. So that's leverage, at least for awhile.

If their insurance company agrees to cough up, though they’d be nuts to do so to my mind, the insurance payout should cover that initial payment due Friday, but not the rest.
So far there’s been no word made public on what the insurance company will do.
